国际油价震荡 成品油价上半年五涨四跌

今年上半年，在国际油价的震荡回升下，国内油价也走出了一条曲折上行的路线。截止6月23日，共经历12轮调价周期，其中四次下调，五次上调，更在四至五月迎来今年首次“三连涨”。另有三次因幅度不足50元/吨而不调整。

据中新网能源频道了解，2015年上半年90号汽油与0号柴油累计上调1355元/吨和1300元/吨，累计下调895元/吨和915元/吨。增减冲抵之后， 90号汽油与0号柴油分别上调460元/吨和385元/吨，折合每升上涨了0.34元和0.32元。

不过，国内成品油批发市场的行情却没有这么好。上半年市场整体行情依旧疲软，下游终端需求持续低迷，社会库存消化缓慢，上游商家出货不畅，市场批发价格持续低位运行。

隆众石化数据显示， 1-6月93号汽油批发均价为7390元/吨，较2014年全年均价下滑1458元/吨，跌幅达16.48%;1-6月0号柴油批发均价为5802元/吨，较2014年全年均价下滑1825元/吨，跌幅达23.93%。

炼厂方面， 1-6月份，国内主营炼厂平均开工率81.72%，较去年同期下降1.39个百分点;山东地炼常减压平均开工率在40.69%，较往年同期上涨4.24个百分点。

批零倒挂的现象

浙江省物价局昨天晚间10时30分许发出通知，决定调整全省成品油价格，自今年6月1日零时起执行。

在此基础上，成品油零售企业可在不超过各标号汽、柴油最高零售价格的前提下，自主制定具体零售价格。

随着国际油价不断攀升，国内部分地区出现柴油价格“批零倒挂”的情况，部分加油站还在促销。 壳牌展开了加油送法拉利车模促销活动。据悉，壳牌加油站目前的93号油优惠在0.24元—0.34元不等。

除壳牌促销外，记者了解到，中石油加油站的部分非远郊区县油站，仍按0.15元—0.34元不等的价格进行促销，民营加油站更是出现了每升最低6元的价格。

据悉，北京地区加油站利润尚可保证，暂时不会出现大规模涨价。 事实上，汽柴油批发价格已率先上涨。

在全国成品油批发市场，北京一向最“稳”，即便如此，北京0号柴油批发价昨天也已达到7550元/吨，比国家规定的零售最高价仅便宜180元/吨。在北京周边市场，天津柴油基本已批零同价，河北柴油的批发价比最高零售价还高15元/吨，山西更是高出300余元/吨。

比较而言，汽油批发市场相对宽松，但价格也已经逐渐上行。2010年10月17日，湖北、广西等地汽油批发价刚刚上涨到50元/吨；四川的汽油批发价已达到最高零售价的水平。

对于汽柴油批发价上涨的原因，市场普遍认为是国际原油价格推高了国内调价预期，造成炼厂大幅涨价，但有炼厂人士表示，涨价的原因归根结底是紧张。据悉，“紧张”的原因之一是在各地节能减排安排下，一些企业改用柴油发电所致。 据调查发现尽管汽柴油批发价格大幅上涨，但加油站的促销行为基本保持不变，民营加油站仍维持原来的促销幅度，外资加油站也开始促销揽客，只有中石油的个别加油站减小了降价幅度。

珊瑚路加油站是北京民营加油站降价的标杆之一。该加油站的王站长昨天告诉记者，目前他们仍维持之前0.5元/升的降价幅度，之所以坚持这一降价幅度，是因为对他们而言利润空间可大可小，但保证销量更为关键。

壳牌加油站已宣布在京推出新的促销：93号汽油直接降价0.24元/升；每购买汽油30升或柴油60升，或者两周内累计购买汽油40升或柴油70升，可以超值价格换购法拉利车模。对于在成品油批发价攀高的情况下促销，壳牌相关负责人表示，这是因为他们批发来的汽柴油是按月结算的，更重要的是，“我们要跟随竞争对手的策略，保持竞争优势”。
